Learn About 2024 MIPS Participation by Viewing CMS Performance Category Webinar Recordings
The Centers for Medicare & Medicaid Services (CMS) recently posted 4 prerecorded webinars to the QPP Webinar Library [ https://qpp.cms.gov/resources/webinars ]. These webinars provide participation overviews for the 4 Merit-based Incentive Payment System (MIPS) performance categories:

In the videos, CMS subject matter experts explain how to meet the requirements for the performance categories for the 2024 performance year– including participation basics, reporting and scoring requirements, and resources and support.
Please note, these recordings only include basic information about participating in MIPS via the MIPS Value Pathways (MVPs) for 2024. CMS Update to MIPS CQM #503: Gains in Patient Activation Measure (PAM) Scores at 12 Months
The Centers for Medicare & Medicaid Services (CMS) has received several inquiries regarding the 3rd performance rate for Quality Measure 503: Gains in Patient Activation Measure (PAM) Scores at 12 Months [ http://qpp.cms.gov/docs/QPP_quality_measure_specifications/CQM-Measures/2024_Measure_503_MIPSCQM.pdf ] (available only as a Merit-based Incentive Payment System (MIPS) clinical quality measure (CQM).
After assessing the issue, *CMS determined that it’s not technologically feasible to calculate the 3rd performance rate using the existing submission JavaScript Object Notation (JSON) structure.* As a result, the submission of data for the 3rd stratum (see below) won’t be required when reporting the measure for the 2024 performance period.
Reporting the Measure
To submit the measure, you’ll submit the following 1st and 2nd strata documented in the QPP measures repository on GitHub [ https://github.com/CMSgov/qpp-measures-data/blob/develop/measures/2024/measures-data.json ] as shown below:
* *1st Stratum “overall”:* Percentage of patients aged 14 years and older who achieved a net increase in PAM® score of at least 3 points in a 6- to 12-month period.
* This stratum maps to Submission Criteria 2 in the measure’s specification (there’s no data submitted for Submission Criteria 1). The performance rate for this stratum is used for scoring the measure and establishing benchmarks.
* *2nd Stratum “6points”:* Percentage of patients aged 14 years and older who achieved a net increase in PAM® score of at least 6 points in a 6- to 12-month period.
* This stratum maps to Submission Criteria 3 in the measure’s specification. The performance rate for this stratum isn’t used for scoring the measure or establishing benchmarks.
*You won’t submit the following 3rd Stratum:*
* *3rd Stratum “AveChg”*: Average change between baseline PAM® score and the second score within 6 to 12 months of a baseline PAM® score.
* This stratum maps to Submission Criteria 4 in the measure’s specification. The performance rate isn’t used for scoring or establishing benchmarks.
* *Submissions that include this stratum will be rejected.*
Next Steps
CMS won’t update the measure’s specifications. However, CMS will:
* Update the QPP measures repository on GitHub [ https://github.com/CMSgov/qpp-measures-data/blob/develop/measures/2024/measures-data.json ] to specify the information required for submitting this measure; this documentation will be available before the 2024 Developer Preview Application Programming Interface (API) testing period opens.
* Provide more information in upcoming Qualified Clinical Data Registry (QCDR) and Quality Registry Support Calls.
