*Second ETC Model Participant Data Sharing Agreement (DSA) Signing Window in 4innovation (4i) Platform Now Open*
CMS is opening a second signing window during which ETC Participants may sign Data Sharing Agreements (DSAs). The ETC Model Data Sharing Agreement (DSA) signing window is open until June 15th at 11:59pm! ETC Participants or their designees must sign their relevant DSAs by 6/15/24 to have access to beneficiary-level reports after they become available to ETC Participants on 6/1/2024.
_Background _
Under the ETC Model’s regulations at § 512.390, CMS makes certain beneficiary-identifiable data available to ETC Participants under the condition that an ETC Participant complete and submits, on at least an annual basis, a signed data sharing agreement. Beneficiary-identifiable data include the ETC Participant's attributed beneficiaries' names, Medicare Beneficiary Identifiers, dates of birth, dual eligible status, and LIS recipient status. Beneficiary-identifiable data may be retrieved by ETC Participants no later than one month before the start of each PPA Period. For the purposes of this notice, beneficiary-identifiable data will be available to ETC Participants with a signed and active DSA on or before June 1, 2024, which is one month prior to the start of PPA Period 5, which begins on July 1, 2024. For ETC Participants who are signing a DSA during this second gate window, beneficiary-identifiable data will be available after the DSA has been signed and countersigned.
_Next Steps: _
* If you are an ETC Participant that has signed a DSA before, please log into 4i and check the Agreement End Date. If the Agreement End Date is prior to 12/31/24, you must sign again.
* If you are an ETC Participant, you do not have an active DSA, and you wish you access your beneficiary-level reports, you must sign prior to 6/15/24.
* If you are a new ETC Participant, your DSA is available for signing through 6/15/24.
* Contact the ETC Model Help Desk with questions or concerns: ETC-CMMI@cms.hhs.gov
***Notice ETC Participants Without a 4i Account/an Expired 4i Invitation**:* 4i System Access Invitations were distributed to ETC Participants who do not have an active 4i account or whose invitation to 4i was sent previously but expired on 4/30/24. ETC Model Participants that meet these criteria can now create login credentials in 4i to complete the onboarding process and sign DSAs by 6/15/24 (see above). Recordings of CMMI webinars that cover an introduction to the 4i platform and instructions for creating an account are available on the ETC website [ https://innovation.cms.gov/innovation-models/esrd-treatment-choices-model ] in the 4i Archive. Once logged into 4i, the webinar recording, and other tip sheets are available in the Knowledge Library.
