What is BTAM?
Behavioral threat assessment and management (BTAM) [ https://www.dhs.gov/behavioral-threat-assessment-and-management ] is an evidence-based and systematic process, that brings together various disciplines, to include law enforcement and behavioral health specialists, to identify, inquire, assess, and manage potential threats. Through federal grant funding and technical assistance. CP3 has supported the development of dozens of BTAM teams across the United States.
Schools, workplaces, and communities are increasingly using BTAM models. By integrating these practices, states and organizations can create a more proactive and cohesive response to potential threats, ultimately fostering safer environments nationwide.

CP3 has seen an increase in the need for BTAM education and resources. Our BTAM publications linked above have led to an 84.9% increase in web visits. In February, CP3 hosted a Prevention Forum [ https://www.dhs.gov/prevention-forums ] on BTAM that had had nearly 1,000 registrants, including a heavy presence of law enforcement professionals and the public safety community. The Forum was so well received that we had an encore presentation, which reached capacity at 1,000 registrants as well. This Prevention Forum focused on what BTAM is, the success of BTAM, the value of implementing a multidisciplinary strategy, and how adopting BTAM practices can strengthen prevention efforts, reduce risks, and create supportive systems for those in need.

"CP3 prioritizes privacy, civil rights, and civil liberties within DHS legal authorities and policy. CP3 works to ensure that its programs include fundamental constitutional and legal protections. CP3 does not engage in widespread data collection or activities like law enforcement investigations or intelligence gathering. CP3 does not engage in censorship or encourage or facilitate any censorship. Government censorship of viewpoints not only infringes on individuals’ constitutional rights, but it is also an ineffective tactic to prevent targeted violence and terrorism."
