*"CMS Publishes New Resources for Dispensing Entities for the Medicare Transaction Facilitator"*
CMS has updated its webpage [ https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.cms.gov%2Finflation-reduction-act-and-medicare%2Fmedicare-drug-price-negotiation%2Fresources-pharmacies-and-dispensing-entities/1/010101945111ea9f-24866fc6-a67c-4980-9b00-ea20091c4a71-000000/gZ-9SlehsCs5znhrtqlCjcHARX0fzRuffhAj0Xgo8Go=387 ] providing pharmacies and other dispensing entities with resources for engaging with the new Medicare Transaction Facilitator (MTF) system. Enrollment in the MTF is expected to begin in *June 2025.*
The MTF will be used to support the effectuation of negotiated maximum fair price, or MFPs for drugs in the Medicare Drug Price Negotiation Program [ https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.cms.gov%2Finflation-reduction-act-and-medicare%2Fmedicare-drug-price-negotiation/1/010101945111ea9f-24866fc6-a67c-4980-9b00-ea20091c4a71-000000/7gbyN7ErvmEBfxE9FLWldxio0MpTB68wKg4iEH2cmxM=387 ] at the point of sale, a core component of implementing the Medicare Drug Price Negotiation Program. Please see the MTF Factsheet [ https://www.cms.gov/files/document/pharmacy-and-dispensing-entity-mtf-fact-sheet.pdf ] and Frequently Asked Questions [ https://www.cms.gov/files/document/pharmacy-and-dispensing-entity-mtf-faq.pdf ] for more information on the MTF, inclusive of the Data Module (MTF DM) and Payment Module (MTF PM). Among other functionalities, using the MTF will allow dispensing entities to:
*"During Enrollment and Prior to January 2026 "*
* Self-identify as anticipating material cash flow issues as defined in section 40.4.2.2 of final guidance as applicable;
* Access helpful information on using the MTF and assign system roles;
* Experience a streamlined enrollment procedure if enrolling dispensing entity chooses to rely on up to date National Council for Prescription Drug Programs (NCPDP) data;
* Instruct the MTF DM where MFP refund payments and remittance advice should be sent, including to a linked third-party support entity (TPSE) as applicable;
* Review manufacturer MFP Effectuation Plans, including plans for dispensing entities self-identifying with cash flow issues (expected this Fall).
*"During Implementation"*
* Receive MFP refund payments from Primary Manufacturers who have opted in to the MTF PM;
* Receive remittance for payment made by paper check or Electronic Remittance Advice that uses the X12 835 standard adopted under the Health Insurance Portability and Accountability Act (HIPAA) for electronic payments;
* Submit complaints or disputes;
* View reports on the status of Part D Prescription Drug Event (PDE) data processing through the MTF in order to aid in financial planning.
CMS anticipates enrolling dispensing entities in the MTF in *June 2025. *
The MTF Human-Centered Design Team is interested in gathering dispensing entity feedback. To express interest in providing feedback about the MTF’s design and functionality, provide your information via this *link* [ https://surveys.cms.gov/jfe/preview/previewId/f7a9bf24-b3b4-48cf-b674-8d2fafc27a9b/SV_cPjn3aajznUih3E?Q_CHL=preview&Q_SurveyVersionID=current ], and we may follow up to gather more information.
