Reminder: Register for the December 11 MVP Development and Maintenance Annual Webinar
The Centers for Medicare & Medicaid Services (CMS) is hosting a webinar on *Wednesday, December 11 from 1:00 – 2:30 p.m. ET* to provide an overview of Merit-based Incentive Payment System (MIPS) Value Pathways (MVPs) development and maintenance for the 2025 performance year of the Quality Payment Program.
During the webinar, CMS subject matter experts will:
* Review key dates related to MVPs;
* Summarize the criteria for MVP development and candidate submission criteria;
* Outline the process for submitting an MVP candidate for consideration using the CMS MVP Submission Template; and
* Outline the process for providing feedback requests as a part of MVP maintenance.
Following the presentation, CMS will answer questions from attendees as time permits.

Now Available: Visit the eCQM Issue Tracker to Review eCQM Draft Measure Packages for 2026 Reporting/Performance Periods
The Centers for Medicare & Medicaid Services (CMS) invites electronic health record (EHR) vendors and interested parties to review and provide feedback on draft electronic clinical quality measure (eCQM) specifications, including draft logic and header changes, under consideration for CMS quality reporting and payment programs.
This opportunity will allow CMS to learn from EHR vendors and interested parties who have the technical ability to review the draft measures in the Clinical Quality Language (CQL) standard for logic expression and test the Health Quality Measures Format (HQMF) code by directly consuming machine readable XML files for eCQMs. Testing will help CMS to identify instances in which the XML code produces errors so that issues can be resolved prior to posting the fully specified measures in spring 2025.

Report questions and comments regarding the draft eCQM specifications to the eCQM Issue Tracker [ https://oncprojectracking.healthit.gov/support/projects/CQM/summary ] tickets listed above. Please note that the draft eCQM specifications posted during this review period are exported through the Measure Authoring Development Integrated Environment (MADiE) tool. Naming conventions used in draft eCQM specification files may differ from those used in previously published measures exported through the now decommissioned Measure Authoring Tool (MAT).
The fully specified eCQMs will be available on the eCQI Resource Center [ https://ecqi.healthit.gov/ ] in spring 2025. Measures will not be eligible for 2026 reporting unless and until they are proposed and finalized through notice-and-comment rulemaking for each applicable program. The eCQMs will be expressed using CQL logic and will continue to use the Quality Data Model (QDM) as the conceptual model to express clinical concepts contained within eCQMs. Refer to the QDM v5.6 [ https://ecqi.healthit.gov/qdm/ ] and CQL standard v1.5.2 [ http://cql.hl7.org/ ] to better understand how they work together to provide eCQMs that are human readable, yet structured for electronic processing.

Call for Survey Vendors: Making Care Primary (MCP) Person-Centered Primary Care Measure (PCPCM) Survey
This announcement is to notify survey vendors and Qualified Clinical Data Registries (QCDRs) of the opportunity to contract with Making Care Primary (MCP) [ https://www.cms.gov/priorities/innovation/innovation-models/making-care-primary ] participants to collect and report survey data for the Person-Centered Primary Care Measure (PCPCM). In July 2024, the Centers for Medicare & Medicaid Services (CMS) Innovation Center launched MCP, a voluntary payment model for primary care organizations. MCP participants must report the MCP PCPCM, which is a survey-based measure of patient experience. The PCPCM survey will first be fielded beginning September 2025.
MCP is a progressive three-track model with 87 participants starting the model in Track 1, 40 participants in Track 2, and 4 participants in Track 3. MCP participants in Track and Track 3 must contract with a CMS-approved survey vendor to conduct the PCPCM survey. Participants in Track 1 do not need to contract directly with a CMS-approved vendor as CMS is paying for and administering the survey. Track 1 participants will transition to Track 2 after 2026.
