The CMS Hybrid Cloud Program is pleased to announce that *GitHub Copilot is now officially available for use within the **OIT Enterprise GitHub* [ https://cloud.cms.gov/oit-enterprise-github ]* organization at **github.com/cms-enterprise* [ https://github.com/cms-enterprise ]*.* This launch provides CMS development teams with a powerful AI-powered coding assistant that integrates seamlessly into modern development environments.

*What is GitHub Copilot?*

*GitHub Copilot* is an AI-powered coding assistant available on Github.com [ http://github.com/ ]. It helps developers write code faster and more efficiently by providing real-time code suggestions, completing lines or entire functions, and offering contextual assistance based on natural language prompts.

Copilot integrates directly into popular development environments such as *Visual Studio Code*, *JetBrains IDEs*, *Neovim*, and the *GitHub CLI*, streamlining the development experience across a wide range of languages and frameworks.

*Cost and Availability*

* *Copilot Availability:*
GitHub Copilot can now be used within the CMS Enterprise GitHub organization across multiple access points:
* Directly in the browser
* Integrated into IDEs such as Visual Studio Code (VSCode)
* Through the GitHub CLI (Command Line Interface)

* *Supported AI Models:*
All *Anthropic* and *OpenAI models* are accessible when using GitHub Copilot through the supported interfaces.
* *Licensing Options:*
GitHub Copilot licenses follow a similar structure as GitHub licensing:
* Developers may use a free Copilot Subscription [ https://docs.github.com/en/copilot/managing-copilot/managing-copilot-as-an-individual-subscriber/managing-copilot-free/about-github-copilot-free ]
* Developers may subscribe using *individual licenses* [ https://docs.github.com/en/copilot/about-github-copilot/subscription-plans-for-github-copilot ].
* Alternatively, *corporate licenses* for Copilot Business or Copilot Enterprise [ https://docs.github.com/en/copilot/about-github-copilot/subscription-plans-for-github-copilot ] can be provisioned through a developer’s *corporate GitHub organization*.
* *Microsoft Usage Metering/Restrictions:* Please be aware that Microsoft may apply *usage restrictions or metering* based on the *subscription tier and type* of Copilot license. For example, Copilot Free currently enforces [ https://docs.github.com/en/copilot/managing-copilot/managing-copilot-as-an-individual-subscriber/managing-copilot-free/about-github-copilot-free#what-are-the-limitations-of-copilot-free ] a limit of 2000 completions per month and 50 chat messages per month. Additionally GitHub Copilot Free has more limitations [ https://docs.github.com/en/copilot/managing-copilot/managing-copilot-as-an-individual-subscriber/managing-copilot-free/about-github-copilot-free#limitations-for-enterprises ] like no policy management or file exclusion support.
* *CMS Employees:* If you are a CMS Employee and already have access to the CMS GitHub.com Enterprise Organization  [ https://github.com/cms-enterprise ], then licensing for you is provided by OIT. You may request access to GitHub Copilot by creating a support ticket [ https://jiraent.cms.gov/servicedesk/customer/portal/4/create/183?summary=Requesting+GitHub+Copilot+Access&customfield_12007=31508&customfield_11400=17625&description=Please+add+me+as+a+GitHub+Copilot+user ]. 

*Implementation Guidelines*

For those using the free Copilot Subscription or *individual paid subscriptions*, the following *Copilot settings must be configured for compliance from the user’s **GitHub Copilot Settings* [ https://github.com/settings/copilot ]* page*:

Under the “Features” Section:


* Disable any models that are NOT Anthropic Claude or Open AI. For example *“Google Gemini 2.0 Flash must be disabled”*

Under the “Privacy” Section:


* Set: *"Suggestions matching public code (duplication detection filter)"* to *Blocked*
* Uncheck: *"Allow GitHub to use my data for product improvements"*
* Disable: *"Allow GitHub to use my code snippets for AI model training"*

For developers accessing CMS repositories using *GitHub Copilot licensed through a corporate GitHub organization*, ensure the following *organization-level settings* are enforced in your corporate GitHub organization:


*  *"Opt in to free text user feedback collection"* – must be unchecked
*  *"Opt in to preview features"* – must be unchecked
*  *"Copilot can search the web"* – must be disabled
*  *"Suggestions matching public code (duplication detection filter)"* – must be *Blocked*
* Disable any models that are NOT Anthropic Claude or Open AI. For example, *“Google Gemini 2.0 Flash must be disabled”* 

*Opting Out*
Repository owners may exclude *exclude specific repositories or files from Copilot suggestions* when needed. Refer to GitHub’s official guidance: Excluding content from GitHub Copilot [ https://docs.github.com/en/copilot/managing-copilot/configuring-and-auditing-content-exclusion/excluding-content-from-github-copilot ]
