Now Available, as of Sept. 16: Measurement Year 2023 Compliance Status on the EPCS Prescriber Portal

The CMS EPCS Program has analyzed all Medicare Part D prescriptions for Schedule II–V controlled substances filled between Jan. 1 and Dec. 31, 2023.

Prescribers can now see their measurement year 2023 compliance status on the EPCS Prescriber Portal [ https://cqr.cms.gov/epcs/landing ]. Prescribers and their designated representatives can log in to the EPCS Prescriber Portal using their HARP account user IDs and passwords.

CMS designed the EPCS Prescriber Portal to present prescribers with their compliance status concisely. To learn more details about compliance determination, visit the Compliance Overview section of the CMS EPCS Program webpage [ https://www.cms.gov/medicare/e-health/eprescribing/cms-eprescribing-for-controlled-substances-program ].

Note that in the calendar year 2025 Physician Fee Schedule proposed rule, CMS proposed to extend the compliance deadline [ https://www.federalregister.gov/documents/2024/07/31/2024-14828/medicare-and-medicaid-programs-cy-2025-payment-policies-under-the-physician-fee-schedule-and-other#p-3671 ] for long-term care facility prescriptions from Jan. 1, 2025, to Jan. 1, 2028.

For measurement year 2023, informational notices will be sent to prescribers who met the compliance only due to declared national public health emergency. The notices are sent via email when possible and by regular mail if there is no email address in the Provider Enrollment, Chain, and Ownership System or in the National Plan and Provider Enumeration System.

Waiver Application Period: Sept. 16–Nov. 18, 2024

Prescribers who met the compliance only due to declared national public health emergency have the option to submit a waiver request for additional extraordinary circumstances, such as technological limitations or other circumstances outside of their control.
