*Help shape the future of the Quality Rating System (QRS) and Qualified Health Plan (QHP) Enrollee Experience Survey.* CMS requests comment on proposed refinements to the QRS and QHP Enrollee Survey included in the "_Draft 2025 Call Letter for the Quality Rating System and the Qualified Health Plan Enrollee Experience Survey [ https://www.cms.gov/files/document/qrsqhpsurveydraft2025callltr.pdf ]_".

The "Draft 2025 Call Letter for the QRS and the QHP Enrollee Experience Survey" communicates proposed changes to the QRS and QHP Enrollee Survey and requests comments on these proposed refinements.

In the Draft 2025 Call Letter, CMS is requesting feedback on topics including refinements to the QRS measure set, Electronic Clinical Data System reporting, and QHP Enrollee Survey updates. Announcements and proposed refinements for the QRS and QHP Enrollee Survey for the 2025 ratings year and beyond include:


* Proposed changes to QRS reporting requirements and revisions to the QHP Enrollee Survey sample frame.
* Proposed additions and removals of measures from the QRS measure set.
* Proposed transition of measures to the ECDS reporting method.

Your public comment on the Draft 2025 Call Letter is important. CMS reviews and considers all public comments to determine final decisions on proposed and future refinements.

CMS encourages interested parties to submit comments to Marketplace_Quality@cms.hhs.gov and reference “Marketplace Quality Initiatives (MQI)-Draft 2025 QRS and QHP Enrollee Survey Call Letter” in the subject line by the close of the comment period (April 30, 2025).

*Now Available: 2026 QRS Measure Technical Specifications.* CMS has posted the 2026 Quality Rating System Measure Technical Specifications [ https://www.cms.gov/files/document/2026qrsmeasuretechspecs508.pdf ], which includes the measure specifications and guidelines for data collection for the 2026 QRS measure set. QHP issuers will need to reference this document in order to collect and submit QRS measure data to CMS in accordance with the QRS 2026 requirements.
